Jim,

I'll try and post from here. The ped. is not achieving 100% of the vehicle velocity. We know that because the car passes under the ped. Had the ped. achieved 100% they'd travel parallel. I believe the Searle Searle paper indicated about a 65% "capture" rate for the vehicle velocity for an adult ped. I'd start with that paper and see what's reasonable.
