Tim,

There are fairly standard criteria for signing and placement of guardrails. These typically include accident hx, slope differentials, and other warrants that must be met before the maintenance can be performed all mixed in with engineering judgement. Try the "green book", or AASHTO manual. However, this is the providence of the Traffic Engineer. To qualify as an expert and testify to these issues specifically requires such background as a T.E., including registration.
