It is unusual, but not quite rare, for these types of conferences to occur. Federal Courts seem to be especially fond of them and accident reconstruction is not the only area of expertise involved. The use of these "pre-trial" conferences is generally to determine where common ground lies and where different conclusions might originate. My personal feeling is that the best use of this method is to get all involved parties "cards on the table" so that settlement discussions can be conducted in earnest. I have not heard of this tactic in criminal cases, only in the civil realm.
