That does indeed sound like what you have discovered. Several European manufacturers have such a cable system, that pre-tensions the restraints if engine conmponents are displaced by collision forces. The shift of the component pulls on the cable, which in turn pulls on the belt and removes slack. As the cable is being tugged prior to occupant excursion, it acts as a pre-tensioner.
