Jerry, There is an article dealing with pedestrians and traffic signals timing in the Status Report IIHS August 30, 1997 Vol. 32. no 7. This study is a pilot program to give pedestrians a head start in the walking phase ahead of the cars getting a green light. It would appear that this author has done a lot of work on the timing issue. You may want to contact him for the additional information.
