Seat Belt Operation

Have a case where a vehicle broadsided a large truck. I estimate the car delta-v=18 mph. The driver was not restrained and hit the windshield leaving quite a bulge in it. I have been asked whether he would have impacted the windshield or steering wheel if he was properly restrained. I cannot find any info that would allow me to calculate the amount of forward motion the driver would experience. Any help would be appreciated
