I don't have book knowledge on this subject, but I can tell you that I have worked many rear end accidents, where I estimated impact speed to be at least 20mph to 30mph, and the air bag did not deploy. Most,if not all these involved and under ride, and no damage was evident on the bumper of the second car, only damage to hood. I have even had a brand new Dodge pickup strike a telephone pole, at 40mph to 50mph, with major damage to front bumper, and no air bag. So I would not assume a low impact speed, just on the no air bag.
