The 3.5 seconds can be found in NWUTI's Topic 823, exhibit 62 and on page 23-26.

In this case, from my experience, my opinion (or non-opinion) would be that
I would not categorically state that the lack of hot shock evidence indicates
that the turn signal was off. I have seen too many bulbs with no hot shock
evidence (when I expected it) when there was witness information indicating that
the bulb was indeed lit.

My rule of thumb - hot shock indicates that the filament was hot when subject to
a shock, no hot shock evidence indicates no hot shock evidence - not that the bulb
was not lit.
