Pedestrian Crossing Laws by States

I'd like information from as many states as I can.  In a downtown area  on Broadway Ave. there are three intersecting streets from north to south, 9th, 8th and 7th Streets.  With Broadway being a north and south bound street.    Please assume that there are no conflicts with vehicles.  For instance in California if there are signal controlled intersections at say 9th and 8th.  Then pedestrian's could cross at the intersections but they could not legally cross between 9th and 8th, i.e. generally considered to be "Jay walking" California Vehicle Code 21955.

Now 9th and 7th streets have traffic signals.  However, 8nd street does not have a traffic signal.  Please answer the following questions, once I give this a couple of weeks for everyone to respond I'll let everyone know the outcome.

My question for as many of you that can respond.

1.   What state?   

2.   Since 8th street does not have a traffic signal is it legal in your state to cross from east to west across 4th Ave?
          2a.  if no please give me the vehicle code section.

3.   Is it legal for pedestrians to cross in the area between 8th and 9th?
    3a.  if no please give me the vehicle code section.

I want to thank all of you that respond to this in advance.  I'm working a case out of state and I've come up with this law, which says that no matter what the distance if one is crossing at an intersection that is not signalized, and the two adjacent intersection both have signal lights then the pedestrian is mandated to walk to the signalized intersection to cross.
