Try SAE again and this time look at Paper# 890732 titled Perception/Rection Time Values for Accident Reconstruction by Sens, Cheng, Wiechel, and Guenther. It deals primarily with Braking Reaction Times, but also includes some steering reaction times. There is a PRT chart at the end of the paper, which includes PRT values for steering responses to such stimli as unexpected light from the roadside and the unexpected car door opening on roadside (50% displacement). The average listed on the chart is 2.5 sec., but other values are discussed in the paper itself.
