I have some very limited test data on steering response time.

Many years ago I ran a series of tests with an instrumented tractor-semi on
a disused runway. One of a long row of poles lined up along the runway was
dropped well in front of the truck (52.5 metres at 50 km/h) without driver
warning. Of course, the drivers were aware of a test of some kind, but not
when or what would happen. All elected to respond by steering rather than
braking. For the first run by the three drivers tested, the delay from pole
drop to the start of steering wheel movement ranged from 0.5 to 1.2 seconds.
