The friction coefficient of a tire on ice at the freezing point with water
present is about as slick as it gets. The published data can support using
numbers in the range of 0.05 to 0.15 depending on the accumulations on the
road and the type of tires. For reference see my SAE paper 960657
Hunter SAE 930896 or Eddie SAE 940724.

Be careful because if the tires were able to contact the road surface
thru the sleet layer then the COF could be much higher.
