Your wobble is an off line Center of Gravity. In other words throw it
away and start over. You have to be extremely careful determining the correct
CG of the liquid. Tire rubber hardness is similar in a range if tires.
I use a motorcycle tire portion filled with lead. Eyebolt through
the liquid CG. Pulls great takes up less space easier to use. You need upwards of
35 pounds to steady the sled on the ground. I once made a 118 pound lead sled
that left pretty skidmarks every time I pulled it. Force on the side of the scale
or the side of the tire is going to alter the resistance force over the weight.
