For a 38 shell, I loaded it thusly, once stripped of the bullet: place 2 grains of powder in the shell, with a patch on top; then fill the shell with powder chaulk from the local lumber-supply house, tamp, refill with chaulk, then spray with sealant or a thin layer of putty. It's worked well for me. Good Luck!
