One of the interesting things about the failed load limiter I'm looking
at is that you know it failed because there's a big message tag
stiched onto the belt, saying This belt must be replaced. When the
limiter is properly folded, that tag is inside the fold where it can't
be read. Also, there's a stiff plastic envelope, about 3 long,
on the belt which encloses the folded rig, presumably to protect it
from routine daily wear. It slides on the belt so if you notice a
belt with such an envelope, you can slide it along the belt to reveal
the folded section.
