Re the fire truck, How do you know there was no braking from the front wheels,
was there a fault? If the brakes were examined and found to be working,
you may be being over generous in assuming no braking at all from the front.
I suppose you might try a rolling road to estimate the contribution from the
front wheels, or skid tests with a similar machine with a similar road.
The absence of skid marks does not always mean no braking.
To determine % braking by rear wheels only I think you would have to establish
the height of the center of gravity and from there the % applied by the
skidding wheels only.
