There are ASTM Standard Test Methods which are used for measuring friction
of walkways, etc. which work well for pedestrian slipping problems.

One standard in particular uses a weighted block with an 8 inch square special rubber friction surface. This block is used just like a drag sled to measure friction under both wet and dry conditions.. The standard is ASTM C1028-89 "Standard Test Method for Determining the Static Coefficient of Friction of Ceramic Tile and Other Like Surfaces by the Horizontal Dynamometer Pull-Meter Method".

The interesting thing about this test method is that a particular type of rubber has been specified. This is similar to the idea of using the standard reference tire (as in ASTM E1136-86) to ensure that skid numbers from different surfaces can be compared.
