For clarification, my inquiry comes from a counter expert's use of a passage from one of Limperts books. The paragraph supplied reads as follows:

section 28-6 page 537,edition unknown(not 2nd or 3rd) "...For extremely high pedal force rates, ie,fast pedal applications, the vacuum booster may limit how quickly line pressure can increase. The pedal may actually feel "hard" to the driver. Since the associated vehicle deceleration is lower than expected, drivers may conclude that their brakes have failed and abandon any further avoidance actions."

The vehicle in question has typical disc/drum vacuum assist brakes which were found to be in good mechanical order after the 25km/h fatal "accident".
