Tim, I can't believe that the water would be running fast enough to be of any effect on the vehicle unless it was deep enough to first stop or drastically slow the forward motion of the vehicle. I would be more inclined to believe that it is simply hydroplaning action. I would also think that this may be in a rural area or a higher speed limit area which would make the vehicles more susceptible to hydroplaning.
