Hal,

You don't tell us what the angle is, but frontal airbag deployment occurs even in smaller forward speed change events with side impacts. Consider the NHTSA side impact testing, where a crabbed barrier imparts a 3 - 4 mph linear speed change, along with a larger lateral speed change (for the struck vehicle). If the sensor gets jarred enough it sends the fire command, I've seen it on tree broadsides, etc.
