Being from Oklahoma, I do not know the california codes, but I would also look into how close the honda would have to be following the van in order for the van to completely conceal the honda. Obviously I do not know the intersection, and what kind of view it has, but it would seem to me, if the honda was following at a proper distance, v-2 should have been able to see something.
