About three months ago I was contacted on the ACTAR line by a fellow who
stated he was contracted by NHTSA to do a study on this topic. He asked
several questions on what a reconstructionists would like to obtain from
such a device etc. I asked him about the 'owner' of the device, i.e. the
manufacturer, vehicle owner etc. and who and when would someone obtain the
data such as after a crash. We had a long discussion on this subject and
he hadn't looked at gathering the data from this perspective (he was following
the instructions he got from NHTSA). I can't recall his name or where he was
from, but said that when his report becomes available he would send me a
copy. BTW, at first I was unsure of exactly what he wanted but he did seem
credible as our conversation progressed.
