When you say an inspection officer said they were working properly, did he do a Level 1 North American Standards inspection (MCSAP)? If so, he would have the pushrod travel distances and we could state whether they were working efficiently. If so, (and with the axles weights) you could calculate the proper braking efficiency for the vehicle. However, if he just checked to make sure there were no obvious defects, you will have to do some estimating. As Ed Phillips stated, if the truck skidded fairly straight with no rotation you are probably dealing with a slight case of brake imbalance rather than the failure of one side to do work.
