% of resistance given to a scrub

I was told to use 5% for each wheel in rolling resistance. Is this what most of you are also using? I would also like to know your thoughts on tire scrubs. Wouldn't a tire scrub be given more than 5%? And if it were given more than 5%, how would we know exactly how much % to use. After all, the wheel is not locked, but there is obviously more resistance than rolling straight. Thanks.
