Distracted Pedestrian Speed

I have a pedestrian that was examining the roadway surface as he walked into the path of an oncoming vehicle. I've reviewed the Eubanks book for pedestrian speeds. Any idea on how to accommodate this probable distraction ofthe pedestrian to the walking task? i.e. how much would it decrease the average speed?
