Distracted walking speeds are going to be difficult to place any number on. You might try the 15th %ile, which would mean that 85% of the population for that age group walks faster. However, if you are looking for someone who shuffles (definition someone who walks and in the next step does not extend beyond their own foot), then this person based on some testing I have just finished moves at about 1 - 1.5 fps.

I hope this helps however, it does look like this may be a very difficult walking speed to put a number to.
