Was lighting/visibility an issue? The accident likely occurred (given 2030 hrs Eastern Time on 08/30/98) during that half-hour or so period of civil twilight following sunset, depending on the location of the accident. Where did it occur, and what were the directions of travel? I'd be happy to email you the relevant sunset time and/or sun position data.
