My firm and others I know of use the technique all the time. The Kost and Werner article explains it well. Monte Carlo simulation is well suited to accident reconstruciton problems where a mathematical model is constructed to represent some accident scenario and the inputs for the variables are ranges rather than single variables. Examples of inputs are such things as a uniform distribution between two values for a drag factor, a lognormal distribution for perception response time, a range of values for a departure angle etc. The software is available at www.decisioneering.com and works as an add-in to your excel spreadsheet.
