Bicycle hits Auto - Can Bike Speed be found by Bike Damage?

The front wheel of the bike struck the front wheel of the car. The bike wheel is twisted out of plane by about 40 degrees. Is there any published information concerning the velocity the bike may have struck the car to have that much distorsion of the wheel? The bike rider a and car body contacted at the top of the windshield driver side. thank you.
