Jacob's Speed Limiting Device

I am involved in prosecuting a traffic case where the alledged speed of the defendant's vehicle is 90 km/h in 60 km/h speed zone. The defense is alledging the speed of the defendant's vehicle was limited by a "Jacob's Speed Limiting Device". The device was apparenly installed and set with a specialized key at 75 km/h. While I am confident the speed the investigator stated is true, I would like to prepare for this defense. Has anyone out there had any experience with this device and/or had this type of defense raised in the past?
