Check the latest issue of the Accident Reconstruction Journal. It has a letter to the editor in which a reconstructionist timed three two year olds. Also, Jerry Eubanks' book Pedestrian Accident Reconstruction has several tables of running and walking speeds for various populations. It's available through Lawyers Judges Publishing.
