Jerry,

1. Arizona

2. At all intersecting streets there are pedestrian crosswalks whether marked or unmarked. If unmarked they are determined by the extensions of the sidewalk lines, or if no sidewalks the extensions of the roadway edges.

3. It is not legal for a pedestrian to cross at any other location other than a marked or unmarked crosswalk. I don't have the vehicle code off the top of my head.
