Have you tried looking at any of the other lights besides the headlights? Twice I have handled accidents where the question of whether the lights were on was at issue, but the headlights were totally destroyed. What I found to work real well was the bulbs for the dashboard. Typically they are protected from being easily broken, yet the bulbs are small and filaments rather fine, easily showing hot shock.
