You do not mention the make of the vehicle involved. The only reason I bring it up is there are some newer GM vehicles which do not run the headlights as DRL's, but rather run the front turn signals on solid as DRL's. If this is a new Camaro, Firebird, Corvette, Venture van, etc., you might check the front turn signal filaments.
