Maybe I am missing something but why not just wet down the road and use your drag sled to determine a drag factor. If the water on the road surface was not deep enough to cause hydroplaning the drag sled should give you as close a drag factor as any of the ranges available. Provided the drag sled used has tread similar to the tires on the vehicle this should work for you. Good luck.
