Any eye witness opinions or speed estimates have been shown in many studies to be flawed and erroneous. They can not be depended upon for any factual information except in rare instances. Being a pedestrian does not make this witness any different than another driver or by-stander. If you want papers on th esubject do a search for "witness statements" or similar topic descriptions on th e internet search engines. Search the SAE papers and NHTSA data bases as well.
