Two major points in this question. 1) In all states the emergency vehicle is required to obey the traffic laws and are found to be at fault in crashes where a traffic signal device (stop sign or light) is violated by the EM vehicle or it it is speeding. The EM vehicle must exercise due care and caution and these considerations are taught to most departments. Look into their training manuals and operating procedures. A beacon and siren is not an excuse for gross negligence. 2) many states have a body which administrates which siren modes or sounds are permitted. The yelp and wail modes are the two most often accepted, the air horn and the stuccato modes are not. The air horn certainly can be heard in most situations but the rapid stucato mode is extremely difficult for traffic to recognize and hear.
