Can you see and hear the lights and siren?

Fire Truck vs passenger car, four corner intersection, city streets, buildings at the corners,visibility limited until vehicles enter near the crosswalks. Fire truck impacts car on passenger side. Unknown who ran red traffic signal. Question at hand : Could or should the operator of car hear or possibly see siren or lights before impact? Dark ,weather clear,roads dry. Also, If tests conducted at site, same conditions, would lights reflecting off surrounding surfaces constitute a visual, for the operator or car?
