A fatality occurred several years ago in my jurisdiction during a motocycle race. The course had been laid out on city streets that were closed to the public for the duration of the event.
Our quickly-made decision was that since the fatality occurred on a public street and involved a motor vehicle the police department would investigate and gather the facts. What to do with the facts was left until later.
