Skid-mark analysis in an accident

I was just involved in an accident and I was wondering if someone could help me find out about how fast the other driver was going when he hit me.

I was driving a 91 Ford Probe, and he had a ford tempo or similar car. The speed limit on the road is 25mph. His left front tire left a 31 foot skid mark. His right front tire left a 18 foot skid mark. when he hit me in the right front fender, it moved my car ~10 feet, But the skid marks from my tires were 8.5 feet. My car was at a complete stop at the time of collision.

the road is a pavement road with a slight uphill grade to it, ~3 to 5 degrees.

His car just has a pushed in bumper and some left front fender damage.
My car's front fender was pushed to the left, and crushed into the engine area. The impact was enough to pust my left fender back into the driver side door.
