Rear end collisions followed by frontal

Anybody have any info on the situation of sequential collisions
where a vehicle is struck in rear and pushed into another vehicle.
It would seem that this would be a very likely occurance at any stop
sign, light or other traffic control device. I've seen several fatalitiess
as a result, but the literature seems to be weak on this issue.
The combination of forces involved appears to magnify the injuries to
the displaced occupant in excess of what would be expected if the two
occurances were independent events, yet most accident reconstruction
analyses both events independently. For example, seat back failure, puts
the occupant out-of-position, rendering the restraint devices useless for
the ensueing frontal crash.
