If the seat belt is working properly, they shouldn't be able to get into the windshield. The steering wheel is a different matter. The manufacturer is allowed to use the steering wheel and dashboard as energy-absorbing devices.
A recent case that has been in the news, where a woman suffered injures from contacting the steering wheel and claimed that her seatbelt should have protected her from the steering wheel, was won by the manufacturer because they showed how their own crash tests show significant contact with the steering wheel as standard practice.
