Jerry,

Many of the pedestrian "buttons" (especially the older ones) do not serve as actuators. Their function is merely to extend the duration of the pedestrians green phase, once that phase begins, in order to provide the pedestrian additional time to cross the street.

You may want to check other pedestrian "buttons" in the area to see if all function in a similar fashion.
