Pedestrian Perception of Vehicle Speed Distance

I am a private individual who lost a stepdaughter to a pedestrian-vehicle
accident. Can anyone direct me to information regarding ped's perception
of speed and distance of oncoming vehicle, especially at dusk or dark,
on a rural highway. How important is it that both headlights be working
to judge distance? Thanks in advance for any help.
