Where did we get the data about the height of the centre of mass of the pedestrian? On top of that where did we get this spinning effect? There is a wrap to a body but that's only because a body will bend. It certainly isn't "spinning". At the speed limit of 45 MPH (72.5 Km/h) one would almost always expect the pedestrian to pass over the roof of the car. The only way you will get a common velocity is if you have a vehicle like a van or truck pushing the pedestrian in front of it. I'd suggest a pedestrian/cyclist accident course. If you contact Jerry Eubanks he'll tell you where you can get on one.
